District Government Procedures

Procedure for NOC for Petrol Pumps

  • The applicant gives an application on company letterhead to the relevant Deputy Commissioner’s office. The following documents maybe attached:
      • Land title
      • Memorandum of Understanding
      • Proposed Layout Plan duly attested by company
      • Owner CNIC copy
      • Sketch plan
      • Marketing License copy of company issued by OGRA
  • The DC calls reports from the following departments (departments may vary:
    • Mukhtiarkar office
    • Highways Department
    • Civil Defence
    • Building Control Authority (SBCA)
    • Electricity Utility Company (HESCO, SEPCO, K-Electric etc.)
    • Irrigation Department
    • Telephone Department
    • Police Department
  • The above process takes 30 days. Once reports are received from these departments, the office of Deputy Commissioner issues the NOC on Form K. A sample Form K can be downloaded from here
NOTES / CERTIFICATE FOR DPL LICENSE IN PAKISTAN
1. MATERIAL USED IN CONSTRUCTION OF C.C. BLOCK WALL, RCC COLUMN, NO WOOD IS USED IN CONSTRUCTION OF STORAGE GODOWN.
2. THE FLOOR OF THE STORAGE GODOWN BE 2’-0” DEEP/SUMP.
3. VENTILATORS WILL BE PROVIDED 6” ABOVE GROUND LEVEL AND AT 1’ BELOW THE ROOF, COVERED WITH SINGLE COPPER WIRE GAUGE MESH OF 28 LINEAR INCHES. AS SHOWN IN THIS DRAWING.
4. THE DOOR OF THE STORAGE SHED WILL BE OF ANGEL IRON FROM OF G.I SHEET AND OPEN DRAWING.
5. FIREFIGHTING ARRANGEMENTS WILL BE MADE AS REQUIRED UNDER PETROLEUM RULES, 1937.
6. NO NATURAL GAS MAIN EXISTS WITHIN A 50’ RADIUS.
7. SMOKING WILL NOT BE ALLOWED INSIDE THE PREMISES.
8. THERE WILL BE NO USE OF A FIRE/BURNER INSIDE THE GUARD/INCHARGE ROOM FOR COOKING OR ANY OTHER PURPOSE.
9. AT LEAST ONE GUARD WILL BE PROVIDED ROUND THE CLOCK, FULLY CONVERSANT WITH THE FIRE-FIGHTING TECHNIQUES.
10. THE EXISTING INDUSTRIAL SHED DOES NOT CONTAIN ANY DANGEROUS PETROLEUM GOODS AND OFFICES ARE COMPLETELY CLOSED/EMPTY WITHOUT ANY ACTIVITY.

Procedure for Environmental Laboratory Certification

  • Any laboratory which fulfils the criteria outlined in the Section 5 of Laboratory Certification Rules, 2014 can make an application on a form given in Schedule I to SEPA. The application shall be accompanied by the Scrutiny Fee of 20,000.
  • Every application shall be scrutinized by a committee of officers of SEPA constituted by the Director General.  
  • The committee will carry out the inquiry which may include a trial sample, sample test reports and a site visit and submit its recommendations to SEPA.
  • SEPA will consider the recommendation and accept or reject them. The application will then be rejected, accepted in full or accepted partially for certain purposes and parameters only.
  • In case of rejection, the agency shall give the applicant an opportunity to explain its position.
  • In case the application for certification is accepted, the applicant will be informed and asked to deposit within 15 days, the certification fee of 50,000.
  • Upon receipt of certification fee, the agency shall issue a certificate to the laboratory and notify the laboratory to be an Environmental Laboratory in official Gazette.

Labour Department Procedures

Procedure for Factory Registration

  • The applicant submits the application to the respective Joint Director Labour with the following documents:
  • Upon receipt of application the relevant the Labour Officer or Assistant Director conducts a site inspection.
  • Once the Joint Director Labour himself or through Assistant Director, or Labour Officer is satisfied than Joint Director issues Factory Registration Certificate.

Approval of Plan

In case a local vendor wants to make a new boiler, he will have to get an approval of plan from the CIB.

  • Application for approval plan to CIB containing drawing & of pressure parts for each boiler Challan (half of registration).
  • CIB reviews drawing and calculates the working pressure and other parameters.
  • An Approval of Plan (Drawing) is granted on a letter.

Approval of Plan for Imported Boiler

This approval is required as per the Import Policy before the import of the boiler.

  • Application of approval containing the following:

    • Manufacturing documents
    • Drawing
    • Challan
  • Old Boiler
    • Drawing
    • 3rd party inspection
    • Challan
  • CIB reviews drawing and calculates the working pressure and other parameters.
